Research on a Dynamic Priority Arbitration Algorithm for Control Permissions of Inspection Cameras

Abstract
In substation remote intelligent inspection systems, concurrent multi-service control of cameras can easily cause PTZ (pan-tilt-zoom) malfunctions and anomalies in inspection tasks. Traditional permission management models struggle to ensure timely responses for high-priority services. This paper proposes a dynamic priority-based arbitration algorithm for camera control permissions that incorporates business priorities. The method establishes multi-dimensional system design objectives, constructs a hierarchical management architecture, and designs a two-tier progressive locking mechanism. By integrating priority preemption, queue-based fair arbitration, and heartbeat timeout self-healing strategies, it completes a comprehensive permission control logic. Theoretical analysis and simulation tests verify that the proposed scheme can effectively resolve multi-source control conflicts, support rapid permission preemption for high-priority tasks, and demonstrate good real-time performance, stability, and self-healing capabilities in abnormal situations.
