Comprehensive evaluation method for outage schemes considering the entire construction process

  • To address the dynamic changes in power system operating conditions during engineering construction and the difficulty in quantitatively comparing different outage schemes, a comprehensive evaluation method for outage schemes considering the entire construction process is proposed. An evaluation index system is established from three dimensions: power system operational reliability, scheme implementation management, and outage implementation effectiveness. The Analytic Hierarchy Process is employed to determine the weights of the evaluation indices, and a comprehensive evaluation model is subsequently established to achieve the quantitative comparison and optimal selection of different outage schemes. A 220kV Substation A renovation project in Jiangsu is taken as a case study, where three alternative schemes are evaluated. The corresponding evaluation scores are 0.675, 0.343, and 0.557, respectively. Scheme 1 obtains the highest score, which is consistent with the scheme recommended in the actual engineering project, thereby verifying the effectiveness of the proposed method.
