Project Risk Control Research: A Case Study of Low-Voltage Smart Metering Terminal Installation Projects

Abstract
Amidst accelerated national initiatives for digital grid construction and digital service deployment, smart power terminal projects face mounting challenges including complex installation environments and difficulties in transformer district topology mapping. This study investigates a pilot project in Jiangsu Province featuring self-developed smart metering terminals from a manufacturer. Focusing on prevalent technical and managerial risks during implementation.Applied PMBOK’s five-step risk management framework to design identification, analysis, response, and monitoring strategies deployed in field operations. Implementation of mobile QR code acceptance protocols, remote technical assistance, and localized networking test protocols increased terminal commissioning rates from 50% to 95%, significantly enhancing delivery efficiency and data accuracy. The paper further proposes institutional refinements and management process standardization, offering actionable risk control references for comparable smart grid projects.
