Calculation Method and Model of Paid Use Fee for Urban Power Cable Entering Corridor

With the large-scale construction of urban underground utility tunnels, establishing a fair and reasonable method for calculating the paid usage fees for power cables in the tunnels is crucial for promoting their sustainable development. To resolve the dilemma between the cost recovery of tunnel operators and the economic affordability of power enterprises, this paper constructs a dual-perspective theoretical model that includes both forward and reverse calculations. The forward model is based on power enterprises, with the economic threshold of "total tunnel cost not exceeding traditional direct burial cost" to determine the upper limit of their willingness to pay. The reverse model is based on tunnel operators, with the foundation of "covering construction and operation costs" to determine their cost recovery needs. By comparing the calculation results of the two models, this paper clarifies the responsibility boundaries of all parties and quantifies the theoretical basis for government subsidies.
