浩口水电站泄洪警报远方控制系统改造设计与实现

Design and Implementation of Remote Control System Retrofit for Flood Discharge Alarm at Haokou Hydropower Station

  • 摘要: 泄洪警报系统是水电站泄洪调度中保障下游河道人员与设施安全的核心预警设施,其预警及时性与流程规范性直接关系到泄洪作业的安全管理水平。针对浩口水电站泄洪警报仅支持中控室现地手动操作、自动化程度低、预警时序依赖人工把控的现状,本文提出一套基于电站公用现地控制单元(LCU)的远方控制改造方案。方案通过增设三档位权限切换回路、构建 PLC 分级时序控制逻辑、同步升级上位机监控组态,实现了泄洪警报远方及手动启停、机组开机前10秒定时预警、泄洪前多时段分级自动预警三项核心功能。工程试验表明,改造后系统逻辑可靠、权限闭锁完善、预警流程标准可控,有效提升了泄洪预警的应急响应效率与运行自动化水平,为同类中小水电站泄洪警报系统智能化升级提供了可复用的工程实践参考。

     

    Abstract: The flood discharge alarm system serves as a core early-warning facility to protect personnel and facilities along downstream river channels during flood discharge dispatching of hydropower stations. Its timeliness of early warning and standardized operation procedures directly affect the safety management of flood discharge operations. Aiming at the drawbacks of the original flood discharge alarm system at Haokou Hydropower Station., including only local manual operation in the central control room, low automation level, and artificial reliance for early warning sequence control, this paper proposes a remote control retrofit scheme based on the common local control unit (LCU) of the power station. By adding a three-position authority switching circuit, establishing hierarchical sequence control logic in PLC, and upgrading the upper computer monitoring configuration synchronously, the scheme realizes three core functions: remote and local manual start/stop of flood discharge alarm, 10-second pre-warning before unit startup, and multi-interval hierarchical automatic early warning prior to flood discharge. Field tests verify that the retrofitted system features reliable logic, complete authority interlock and standardized controllable early warning procedures. It effectively improves the emergency response efficiency and operation automation level of flood discharge early warning, and provides replicable engineering practice references for intelligent upgrading of flood discharge alarm systems in similar small and medium-sized hydropower stations.
