Abstract: To improve the efficiency of the communication initialization between the power dispatch system and the substaion, we studied the characteristics of various current initialization schemes and propose an IEC 61850 report initialization method based on the type description language, explained the specific implementation method of the plan, including configuration file format, menthod of configuration file reading and initialization, steps of report control block initialization, method of report parsing, etc. The experimental results show that this solution can effectively reduce the usage of configuration disks and significantly improve initialization speed. This solution has been applied in the centralized equipment monitoring and control system.
